Our Expertise in

Emergency Services Planning

Emergency services play a vital role in our society — not only by providing preclinical emergency care, but also by ensuring the transport of patients and essential goods such as medication and organs. Ground-based emergency transport, air rescue, and mountain or water rescue all contribute significantly to public health and safety.

At FORPLAN, we support this critical sector by developing location and demand planning, cost-efficiency analyses, and organizational strategies — ensuring that the systems behind emergency services remain reliable, scalable, and future-proof.

A functioning emergency services system is essential for public safety. It is crucial to consider both the protection of the population and economic efficiency. Through careful planning and monitoring, a balance between safety and cost-effectiveness can be achieved — helping to avoid structural inefficiencies.

At the core of our service offering in this area is the preparation of comprehensive emergency service assessments. These evaluations analyze the performance capacity of emergency systems and highlight opportunities for improvement.

As part of this process, we calculate the demand-based provision of emergency resources to ensure adequate and economically sound medical coverage. In addition, we examine the location structure of emergency service facilities. Using extensive GIS-based simulations, we evaluate how structural changes impact the overall system performance. In the further development of emergency service infrastructure, we consider local conditions and provide guidance based on the latest technological standards. This includes the integration of current concepts such as non-emergency transport units (KTWs), tele-emergency physician systems, and municipal emergency paramedics.

In addition to preparing emergency service assessments, we also offer complementary services such as personnel and demand planning, cost analysis, and organizational evaluations in the field of emergency medical services.
